The 4400 Center was created by Jordan Collier to act as a safehouse for the 4400, in addition to being a place where research could be conducted as to the purpose of their return and their powers. In Wake Up Call Shawn heals a woman whose husband donates real estate for a 4400 Center in Los Angeles but we never hear of this location again. Due to the costs involved with maintaining the center, Jordan turned it into somewhat of a religious house as well. He invited in people, especially celebrities, to learn about the 4400 and earn keys. In this way it has been said to parallel the real life religion of scientology.

Upon Collier's death, the 4400 Center was taken over by his protégé Shawn Farrell. Assisting Shawn is one of Collier's appointees, Matthew Ross. Although Shawn was critical of Collier's methods at the time, especially his sometimes hypocrisy and that it appeared that he was profiting off of the venture, when Shawn took over he quickly learned to accept the way things are handled. At the time of the Fifth Page, there were 120 members of the 4400 living in the Center.

Later, Matthew becomes concerned about how Shawn handles some things and convinces him to accept Richard Tyler as a co-leader of the center. At the end of Fifty-Fifty, the 4400 Center is shown being seized by the federal government. This comes after Isabelle took over the center and began killing people in an effort to draw out Jordan Collier.

In Audrey Parker's Come And Gone, Shawn and Heather Tobey reopen the 4400 Center, starting with a large healing session in front of the building, which was initially stopped by the government, but under the pressure of NTAC, was allowed to continue. The 4400 Center functioned as it had in previous seasons, later becoming the HQ of Shawn's political campaign, and a safehouse for Kevin Burkhoff and Tess Doerner.

The Center operates a school for 4400 children. Mainly middle school aged ones appear. Alana Mareva and Heather Tobey worked there. Students included Maia, Tyler Downing, Amy Paspalis, Todd Barstow, and Michael Lawrence.

The Collier Museum is what the 4400 Center is named in Alana's alternative reality. In this reality the events of the 4400 never happened. It is also possible that the Collier Museum was the 4400 Center before the 4400 Center existed.
